Managing your concessions and public service contracts
Concessions, public service delegations (DSP) and public-private partnerships (PPP) are major ways of operating airport platforms.
Managing your concessions and public service contracts
Concessions, public service delegations (DSP) and public-private partnerships (PPP) are major ways of operating airport platforms. Their performance depends on consistency between the grantor’s objectives, the scope of services, service levels, investment, the business model and the monitoring mechanisms.
Aérogestion supports granting authorities on the airport, technical, economic, financial and operational dimensions: preparing the strategy and the concession file, analysing bids on these aspects, monitoring performance of the contract and managing performance. When an assignment has a legal dimension, Aérogestion works alongside the grantor’s legal counsel.
Air routes subject to public service obligations (PSO) fall within a separate framework. Aérogestion can analyse the need, the market, the economics and the operating conditions, working alongside legal counsel on the structuring and the procedure.

Structuring and securing the set-up of your concession
The quality of a concession depends largely on how its technical, economic and operational scope is prepared, in connection with its territory. Choices made upstream have a lasting effect on the attractiveness of the tender, the quality of bids, the sustainability of the model, investment, service levels and the grantor’s ability to oversee delivery.
Aérogestion acts as project management assistant to define operational objectives, technical requirements, service levels, performance indicators and economic assumptions, and then to analyse bids on these dimensions.
- Technical, economic and operational project management assistance
- Definition of objectives, functional scope and service levels
- Specifications and technical documents
- Performance indicators and monitoring framework
- Bid analysis
- Support in selecting the concession holder
Monitoring the performance and economic trajectory of your concession
Once the concession has been awarded, the grantor needs an objective and regular view of how commitments are being met, of the economic trajectory and of investment. Aérogestion compares operational and financial data and service indicators with the reference objectives and assumptions, in order to identify gaps and their causes.
This review covers in particular the forecast operating accounts, the actual accounts, the structure of revenue and costs, investment, quality-of-service indicators and the main risk factors. It results in documented findings, alerts and operational recommendations.
- Monitoring of performance and service commitments
- Review of forecast operating accounts and actual accounts
- Analysis of revenue, costs and assumptions
- Monitoring of investment
- Analysis of variances between forecasts and actuals
- Identification of drifts and risks
- Recommended corrective actions
Managing performance and anticipating the evolution of your concession
Management is not limited to checking compliance. It aims to follow the overall trajectory of the concession, anticipate drifts or the need for adjustments, and prepare the grantor’s decisions.
Aérogestion sets up and runs dashboards combining traffic, non-aeronautical activities, quality of service, economic performance, investment, risks and external factors. Analysing trends and sensitivities makes it possible to prioritise points of attention, put trade-offs on an objective footing and support governance bodies.
- Management dashboards
- Analysis of trends, sensitivities and trajectories
- Economic and operational performance and quality of service
- Benchmark
- Risk identification
- Preparation of trade-offs and action plans

How we work
A multidisciplinary approach
We combine the airport, operational, economic and financial dimensions needed to analyse and manage a concession.
Support throughout the concession cycle
We work both during preparation and award and during the monitoring of performance and of the concession holder’s commitments.
Objective management
Operating accounts, performance indicators, contractual commitments and service levels are analysed to give the grantor factual, documented monitoring information.
